Russo Barr Associates, Inc. is a Design firm that provides Architectural/Engineering services specific to Building Envelope Technology. Established in 1997 we are based in the Boston, MA area. We are a Massachusetts Corporation (Subchapter S), structured to satisfy the designation of “Designer” as defined by the General Laws of Massachusetts. Our CEO is a registered Professional Engineer and a majority of the firm’s Board of Directors are Massachusetts registered Professional Engineers.
We provide Designer Services for the repair and renovation of building exterior components and often times are work includes restoration of historic structures. We are a Design firm, not a Contractor or Manufacturer. We perform investigation, design, bidding, and construction period services. We also provide peer review, commissioning, and litigation support services. We are prequalified as a Designer and a Commissioning Agent for the Massachusetts School Building Authority’s Accelerated Repair Program (Category: Roofs & Windows).

Mr. Russo has a BS in civil engineering, holds a nationally recognized professional registration as a
Registered Roof Consultant (RRC), and has successfully completed the Certification for School
Project Designers & Owner’s Project Manager (MCPPO Program). Mr. Russo is a founding member of the firm and
serves as President and Chief Operating Officer.

Mr. Russo has over 30 years experience in the Architectural/Engineering field as a designer, specifier, and project manager of building envelope restoration projects. He has also served as an expert witness for construction litigation and arbitration pertaining to roofing replacement and roofing repairs, and has served on Consultant Advisory Committees for national roofing manufacturers.
Mr. Russo provides building envelope educational seminars to various industry related groups including architects, facility managers, specifiers, and contractors. He has also published a roofing technical course (R101-Low Sloped Roofing) for an AIA & RCI accredited online continuing education program (educatePROS).

Mr. Barr has over 30 years experience in the Architectural/Engineering field as a designer, specifier, and project engineer of building envelope restoration projects. Mr. Barr has also served as an expert witness for construction litigation and arbitration pertaining to exterior wall and window repairs. He has provided numerous building envelope educational seminars to various industry related groups including architects, facility managers, specifiers, and contractors.
Our staff consists of experienced personnel who specialize in building envelope repair projects and have demonstrated expertise in investigation, design, material technologies, cost estimating, scheduling, bidding, commissioning, and construction period services; Registered Professional Engineers (structural engineering and civil engineering registered PE’s), Registered Roof Consultants (RRC), Registered Architect, and technicians that perform field investigation and in-house analysis work including computer aided design and construction cost estimating services. We have a thorough knowledge of the Massachusetts State Building Code and all applicable regulations. We have performed numerous building code compliance evaluations for existing facilities and have served as expert witness in the resolution of construction disputes. We have a proven track record of completing projects in a timely fashion, while adhering to the project budget.
Approximately 85% of our work is directly for Massachusetts municipalities, public school districts, public colleges and universities, or state agencies. We have an excellent understanding of the requirements of the building code, public bid laws, and compliance with ordinances. We consult with local building officials and fire departments during the early stages of each project. This is done in an effort to resolve all issues before the contractor files for permits, so as to ensure unnecessary change orders and to keep to the project schedule.
We are very sensitive to cost control. We have a very practical pragmatic approach to the investigation and design; spend the necessary time in the field and office so as to create job specific details and specifications that can actually be constructed. We do not use standard manufacturer details and specifications that may or may not work. Our designs are very complete and include integral input from the Owner and user of the facility. We have developed job-specific construction cost-estimating techniques, which use current product and labor prices. We establish bid quantities for anticipated deteriorated conditions that the contractor “owns” within his bid. Unit prices for adds or deducts will be requested on the bid form and we will track these quantities during construction. This approach ensures that the Owner does not pay any inflated costs. We work very closely with the Contractor during construction, making timely decisions that ensure a smoothly run project and no cost or time overruns. Contractors respect our approach and as a result we are very well known and respected in the industry.
Our project approach consists of performing a significant amount of investigation and evaluation; fieldwork and in-house analysis work. Upon completion of the investigation, a preliminary design submission report is issued documenting our findings with discussions pertaining to the causes of the failures, recommendations for replacement, repairs, priorities and construction cost estimates. Contained within the report is a comparison of the various repair product options. Subsequent to the issuance of the report a meeting takes place with the client and a decision is made regarding replacement and repairs, repair product options, project budget, and the project milestone schedule. We then proceed with final design, bidding, and construction period services.
